PROCEDURE:
1. Add the HPMC to the water with high shear.
2. After the polymer has been allowed to swell, add the Phytosphingosine Hydrochloride followed by TEGOSOFT® PC 41 and heat to approximately 80 °C.
3. Add the remaining ingredients and cool with mixing to room temperature. Adjust the pH to 5.5-6.5 and dispense.
